RICHARD H. “RICK” NORRIS describes himself as an average golfer, good tennis player, devoted father and husband. He is also a former Palmdale City Councilman, with recognized expertise in business, international trade, transportation, and housing development issues. Norris was elected in a special election on November 7, 2000 , to complete three years of an unexpired Councilmember term.

For more than five years Norris served on the Antelope Valley Building Industry Association, which during his first two years, he increased the AVBIA’s annual operations budget from $25,000 to over $750,000, and increased its membership from 40 member companies to over 440. He has used his civic leadership positions to work for the improvement of the Antelope Valley by initiating, researching, and spearheading efforts to establish a successful Foreign Trade Zone in 1991.

In his role as CEO of Ready2Protect, LLC and Inc., Norris has also developed an manufacturing/distribution company for both personal protection equipment to protect law enforcement personnel and merchant protection for businesses. Renewable Resources Inc., is a direct source manufacturing and development company developing alternative energy in the U.S. and China , with international trading offices located in China , U.S. and Dubai UAE. Norris also currently serves as the Chairman of the Lancaster Community Hospital Governing Board.

Norris served in the United States Marine Corps for four years and served one tour of duty in Vietnam , as a helicopter gunner.  He received a BA degree from California State University , Fullerton and earned a Juris Doctorate (JD) degree from Western State University of Law.

In addition to his civic service, he also volunteers as a Captain/Pilot in the L.A.P.D. Emergency Air Response Unit (EARU) and has served as a Eucharistic Minister in his Church. Rick and his wife Gayle live in Palmdale. Both sons have elected to join the USMC, carrying on the Marine Corps Tradition, and are in the process of becoming Marine Pilots.
